The most likely cause for QuickTest settings not syncing to the app is your iPad not being connected to Wi-Fi.
When your iPad is connected to the internet, settings automatically sync from the web portal to the iPad every time the home (splash) screen is displayed.
If you want your settings to sync immediately, navigate to the QuickTest settings on the iPad and tap Sync settings now in the Test Settings section. For more information, see Syncing settings.
